History: The use of motorized vehicles to get to Elk City over the Wagon Road created the need for better roads. Miners and residents of the Elk City area had long demanded the construction of a road up the South Fork. In September of 1909 a trail was completed up the river and many called for its expansion into a wagon road. Ten years later, in 1919, the voters of the Grangeville Highway District voted to approve a $50,000 bond for the construction of a road. W.J. Hall, Commissioner of Public Works, reported that the road up the South Fork would be designated a state highway to be known as the Elk City Highway.
