RELATIVE TEMPERATURES of frigid air and warmer river yielded the rising water vapor that gave the impression of a steam. The low-lying fog isn’t really steam, which is the gaseous form of water, instead it is the function of evaporation forming into tiny water droplets as it comes into contact with the freezing air.
